AI systems now execute high-impact decisions across domains where regulatory frameworks require human oversight as a condition of deployment. This introduces a control signal that assumes human reviewers can meaningfully supervise system outputs. In practice, execution speed, decision volume, and system framing displace human control while preserving formal accountability. Oversight remains visible at the surface while operational authority resides within the system, creating a structural gap between who acts and who answers.

Human review is positioned after system output, without control over input selection, decision framing, or execution timing. The system determines outcomes, while the human reviewer is limited to acceptance or rejection within constrained conditions.
